Your problem is probably that you have configured FMCB to prioritize disc booting, instead of booting directly into uLE, which is generally more useful (it's also what I always do). The only drawback of this is that if you do want to boot a disc directly without seeing uLE, you have to press a button during the boot (one configured for the FASTBOOT option). But personally I always boot into uLE anyway, and then launch disc with the 'MISC/PS2Disc' command of uLE which I have on a shortcut button.
